That is karma pArathanthryam – being dependent on karma (puNya/pApa). karma pArathanthryam for chEthana – being pulled by puNya and pApa karma which are to be experienced compulsorily, to remain in samsAra. karma pArathanthryam for ISvara – to conduct the chEthana primarily based on his karma thinking “What can we do if he has to experience the results of his karma”. Since this goes on until it happens as said in SrI bhagavath gIthA 18.66 “sarva pApEbhyO mOkshayishyAmi” (I liberate you from all sins), this is known to be temporary. Both of these get destroyed by the presence of purushakAram – when the chEthana approaches her, she reforms bhagavAn [to accept the chEthana], and when bhagavAn approaches her, she reforms the chEthana [to accept bhagavAn]; since she unites them with the mood of being protected and the protector, she eliminates the karma pArathanthryam of both chEthana and bhagavAn.
