nAyanAr is saying that the relationship between bhagavAn and AthmA is the reason for his SAsthra pradhAnam (giving SAsthram).

Simple Explanation
This relationship is the reason for bhagavAn revealing SAsthram (vEdham).
vyAkyAnam (Commentary)
That is – this relationship which is due to nArAyaNathva (bhagavAn being nArAyaNa who is the abode of all and is present in all), is the reason for revealing vEdham which is targeted towards chEthanas (AthmAs) who are bound by qualities viz sathva, rajas and thamas, as said in SrI bhagavath gIthA 2.45 “thraiguNya vishayA vedhA:” (vEdhams which are focussed on the well-being of the ones having the three qualities (sathva, rajas, thamas)). The pUrva bhAgam of vEdham elaborately narrates the goal and means based on the taste of chEthanas who are having abundance of sathva, rajas and thamas. Hence vEdham is said to be thraiguNya vishayam (in context of three qualities).
With this, it is explained that the reason for SAsthra pradhAnam which was identified previously in chUrNikai 1 “nIrmaiyinAl aruL seydhAn” (Mercifully gave due to his compassion) , is this relationship.
