Simple Explanation
If one [AchArya] accepts, he is a miser; if one [Sishya] gives, he is a thief.

That is – when AchArya desirously accepts the wealth of Sishya which was claimed to be owned by Sishya, the AchArya who remains “ISvara is the controller of all our burdens and why should I care for myself?” will become an impoverished person who does not even have the principal to maintain his bodily activities.
When Sishya claims ownership of a particular wealth and submits the same to the AchArya, since he claims ownership of wealth which was already submitted to AchArya as said in “SarIram artham …” (everything belongs to AchArya) and which is AchArya’s wealth now, it will lead to him being called as “the robber of AchArya’s wealth”.
