Subsequently, piLLai lOkAchAryar examines the qualified prapanna (one who surrenders). Since the upAyam (means) is done for the attainment of the upEyam (goal), and since previously the qualification for the goal was also spoken about in sUthram 65 and sUthram 72, and since the prapanna who is fixed on dhvaya mahA manthram needs to be fixed on both upAyam and upEyam, piLLai lOkAchAryar is mercifully explaining how a prapanna should conduct himself with respect to upAyam and upEyam by naming those who are well established in both.

Simple Explanation
For upAyam, one should be like SrI mahAlakshmi, dhraupadhi and thirukkaNNamangai ANdAn. For upEyam, one should be like SrI lakhsmaNa, jatAyu mahArAja, piLLai thirunaRiyUr araiyar and chinthayanthi [a gOpikA].

Implies a qualified person while pursuing the upAyam. Or it can be said as the qualification for the pursuit of the upAyam. Similarly, we can say the same for upEyam too.
