When a person considers it [giving up one’s body as means to reach bhagavAn] as a rule, the action in the form of giving up his body, that thought will make him refrain from such action.
upEyathva anusandhAnam pravarthakam
When a person considers it as an action which is done out of love, as he considers such act of giving up the body as the goal thinking “it is better to give up the body rather than being a witness to the damage done to bhagavAn”, such thought will make him engage in such action.
Alternative explanation.
When it occurs as a rule, the thought of bhagavAn as means, will make him refrain from the act; when it occurs out of love, the thought of bhagavAn as goal, will make him engage in the act.
