When asked “Why did SAsthram first ordain these to subsequently forbid them?” piLLai lOkAchAryar mercifully explains.

sUthram 131

aththai SAsthra viSvAsaththukkAga vidhiththadhu; iththai svarUpa viSvAsaththukkAga vidhiththadhu.

Simple Explanation

SyEna vidhi is ordained to bring faith in nAsthikas (non-believers) towards SAsthram; upAsanam is ordained to bring faith in Asthikas (believers) towards their own true nature of servitude [towards bhagavAn].

That is – as said in SrIrangarAja sthavam “Satachithra SAsthra vaSathOpA yObihchAra Sruthi:” (The ritual to eliminate the enemy will bring in faith for the nAsthikas towards SAsthram), SAsthram ordained abhichAra karma to create faith in nAsthikas towards SAsthram; the same SAsthram ordained upAsanam for the sake of chEthana who is bewildered that he is independent and that he has to serve others (other than bhagavAn), to instruct him “such aspects are incidental;  to have exclusive servitude towards bhagavAn is the stable position” and hence to bring faith in the true nature of the self .
