That is – being the target of bhagavAn’s mercy, since the prapanna is still living with prakruthi (insentient matter), he will keep thinking about self’s karma which is the reason for connection in this samsAram since time immemorial and bhagavAn’s mercy which accepted the self disregarding that karma; in that, when he meditates about karma, he will become fearful and when he meditates about mercy, he will become fearless, and it is being said that this experience of fear and fearlessness will continue till he reaches bhagavAn.
