As the reasons for fearfulness and fearlessness identified at the beginning of the section to be self’s defects and bhagavAn’s qualities, considering the importance of karma (actions) and kAruNya (compassion), piLLai lOkAchAryar explained those all along; now he mercifully concludes it.

bhayahEthu karmam; abhayahEthu kAruNyam.
Simple Explanation
[self’s] karma is the reason for fearfulness; [bhagavAn’s] compassion is the reason for fearlessness.

That is – for the qualified prapanna who considers ISvaran as the means, the reason for the fear of “what if this samsAram continues” is the remembrance of self’s karma which was the reason for remaining in samsAram since time immemorial; as said in thiruviruththam 45 “sUzh piRappum marungE varapperumE” (Will birth which surrounds us, come near us?) – the reason to remain fearless thinking that samsAram will not come near us and there is no shortcoming in attaining bhagavAn at the end of this body, is the remembrance of bhagavAn’s unconditional mercy which will make him acknowledge us, disregarding our karma, cutting off the root of samsAram and accepting us at his divine feet.
Since this is where piLLai lOkAchAryar is concluding what was started in sUthram 366 saying “svadhOshAnusandhAnam, bhagavath guNAnusandhAnam“, “karmam, kAruNyam” should also be taken up to be the remembrance of the same.
