Simple Explanation
The reasons for bhagavAn’s katAksham (glance) during birth and birth (without that) are the noble mercy of bhagavAn and the strong puNya/pApa, respectively.
vyAkyAnam (Commentary)
That is – the reason for birth in this world is the strong puNya/pApa which remain inseparable from AthmA, as said in thiruvAimozhi 1.5.10 “sArndha iru val vinai” (two types of strong karma, viz. puNya and pApa, which are together with me, being inseparable); the reason for bhagavAn’s katAksham is the good deed which is his natural mercy as said in thiruvAimozhi 5.9.10 “thol aruL nal vinai” (the virtuous aspects which are his natural mercy).
iruvallaruL nalvinaigaL should be seen as iru val vinai (two types of strong karma) and aruL nal vinai (mercy which is good deed).
