piLLai lOkAchAryar is saying that these Samam and dhamam are required for those who seek worldly pleasures as well as those who seek liberation.

Simple Explanation
These are required for those who seek worldly wealth, those who perform bhakthi yOgam to reach bhagavAn and those who surrender to bhagavAn to reach him.

For those who seek worldly wealth, though their goal is enjoyment based on Sabdham (sound) etc, while undergoing the sAdhana (means), Samam, dhamam etc are required; it is said in SrI rAmAyaNam yudhdha kANdam 114.18 “indhriyANi purAjithvA jitham thribhuvanam thvayA” (Previously, you won over your senses and subsequently won over the three worlds) and thiruvAimozhi 4.1.9 “padi mannu palkalan paRROdaRuththu aimbulan venRu” (giving up attachment towards land and ornaments, winning over the five senses). “aimbulan venRu” includes control of mind as well.
For upAsakas, they require Samam etc as limbs for their upAsanam. It is said in bruhadhAraNyaka upanishath 2.4 “thasmAdhEvam vith SAnthO dhAnthO uparathas thithikshu: | samAhithO bhUthvA AthmanyEvAthmAnam paSyEth ||” (Thus, one who knows in this way, controlling internal and external senses, being detached from everything, being alert, should see paramAthmA in the AthmA) and thiruchchandha viruththam 76 “punpula vazhiyadaiththu arakkilachchinai seydhu nanpula vazhi thiRandhu gyAna naRchudar kOLeei” (Shutting the path of senses which are attached to sense objects, considering the lowly nature of the sense objects, eliminating the traces as well, making the path of senses shine towards emperumAn, lighting the ray of knowledge).
For prapannas, they require Samam etc to become qualified; it is said in bruhadhAraNyaka upanishath 2.4 “EkAnthIthu viniSchithya dhEvathA vishayAntharai: | bhakthyupAyam samam krishNa prApthau krishNaika sAdhana: ||” (A paramaikAnthi (very advanced devotee) should consider bhakthi yOgam to be the same as other dhEvathAs and worldly pleasures, and should consider krishNa as the means and attain such krishNa only) and thiruchchandha viruththam 95 “adakkarum pulangaL aindhadakki Asaiyamavai thodakkaRuththu vandhu nin thozhiRkaNinRa ennai nI vidakkarudhi meyseyAdhu mikkOr AsaiyAkkilum kadaRkidandha ninnalAvOr kaNNilEn em aNNalE” (You controlled my senses which are difficult to control, eliminated my attachment towards worldly pleasures along with the traces, and I remained in the ultimate goal of kainkaryam (service) to you. Oh my lord! Even if you abandon me by making me engage in worldly pleasures, I have no other controller than you who are mercifully reclining in the milk ocean for my well-being).
